Lund Municipality: Trans-PED transforms cities using plus-energy areas

Plus-energy neighbourhoods are a great way to achieve carbon reduction targets, while creating more resilient and livable cities. In order to make it easier to develop more areas with positive energy, it is important to make changes in the way cities are planned, designed and operated. In the Trans-PED project in which Lund Municipality participates, the aim is to develop a governance model that can lead to profound changes in cities.

Trans-PED stands for Transforming Cities through Positive Energy Districts and is a project that is concerned with bringing about changes to cities using plus energy districts. A plus energy area is a neighborhood with annual net zero energy imports.
Creating plus-energy areas requires fundamental changes in the way cities are planned, designed and operated in the long term. In the Trans-PED project, the aim is to develop a new control model that can be used by those who want to create plus energy areas. The two-year pilot project engages PED stakeholders in Sweden, Belgium and Austria to develop a common set of tools and approaches to assess and use urban energy innovations in a good way.
The project uses five established and ambitious PED areas to develop the governance model. The EU aims to support the planning and deployment of one hundred PED areas by 2025. Energy is, after all, one of the most important issues in achieving climate neutrality, and plus energy areas are an important instrument in that transformation.
- The vision is that Brunnshög will become energy positive. By participating in the project, we have shown the other cities how we work and we have learned from them. At the same time, new control models have been developed based on our shared experiences,” says Markus Paulsson, energy strategist and project manager at Lund Municipality.
